Though it is not official that VALVe will present DOTA 2 there we all hope they will. Practically, if you come to think of it, it is almost two and a half months since E3, where VALVe did not show up, and GamesCom is indeed a huge fair in Europe. So, maybe VALVe wasn't ready to present DOTA 2 at E3, but now, two and a half months later maybe they are ready to show us at least some parts of their work!
